As a key hub for the district’s services to enterprises going global, the Bao’an District Enterprise Outbound Service Centre (Foreign Investment Service Centre) draws on the “Outbound Service Supermarket” to pool service resources from multiple providers, offering one-stop services to foreign trade and outbound enterprises in policy matching, compliance guidance and resource matching. Qianhai Law Firm, as a resident institution of the supermarket, works at the forefront of foreign-related rule of law, has built a cross-border legal service footprint across Southeast Asia, North Africa and Central Europe, and focuses on cross-border commercial matters, foreign-related compliance and international arbitration.

Focusing on the real pain points of outbound enterprises, the two sides exchanged views on practical issues including cross-border compliance, prevention and control of overseas investment risks, handling of cross-border disputes and the deployment of digital legal tools. Leaders of the centre outlined the overall situation of Bao’an’s industrial outbound development, the concentrated legal demands of enterprises, and plans for future salons, specialist training and enterprise clinics. Lan Caiming said the firm would act on its philosophy of “legal protection, resource bridging, professionalism first, cooperation as the key”, organise its foreign-related legal service team to take an active part in the centre’s activities, provide professional services for enterprises going global, and support the centre’s development.

As a resident service provider, the firm will focus on three areas. First, building a “resource bridge”: drawing on its position in the Greater Bay Area, its proximity to Hong Kong and Macao and its foreign-related legal expertise, it will work with financial, logistics and branding institutions in the centre to connect enterprises with comprehensive service resources covering the entire outbound cycle. Second, matching “industry needs”: focusing on key industries such as advanced manufacturing and cross-border e-commerce, it will identify pain points in market access, investment structuring, trade compliance and intellectual property and provide country-specific, industry-specific legal services. Third, delivering “real service”: extending legal services and risk control to the earliest stages and the whole outbound process, with regular policy briefings, compliance training and one-on-one consultations to help enterprises go global safely and steadily.
